Regional GAD Focal Point System (RGFPS)

ROLES AND FUNCTIONS

Relative to the provisions stipulated in the Philippine Commission on Women (PCW) Memorandum Circular No. 2011-01, hereunder are the roles and functions of the DILG-NCR GFPS:

1.1   Approve GAD policies discussed by the DILG-NCR GFPS for implementation of the Region;

1.2  Provide guidance and issue directives that support GAD mainstreaming in the policies, plans, programs, projects and activities, budget, systems and procedures of the Office including the creation, strengthening, modification, or reconstitution of the GFPS; and

1.3   Approve and ensure the implementation of GAD plans, budget, policies, 

programs and projects, with the assistance of the Technical Working Group.

2.1 Lead and provide directions in the design, development and conduct of interventions and other strategies/measures for all DILG personnel to ensure that gender perspectives  are mainstreamed on the Office’s programs, projects and activities (PPA);

2.2  Supervise the concerned Committees in the conduct of respective interventions intended for DILG personnel and LGUs; and

2.3  Coordinate and oversee all GAD pipeline activities and innovations introduced by PCW, CSC, DBM, and Office of the President, among others.

  • Set policy direction for DILG-NCR initiatives in support to gender responsive policies, strategies, and PPAs of the Office based on the priority needs and concerns of its constituency and clientele;
  • Coordinate efforts of the different operating units of the Office, and advocate for the integration of GAD perspective in all systems and processes;
  • Direct the preparation of the Offices  GAD plans and programs to respond and address gender issues/concerns of its employees, and clients;
  • Approve the Offices GAD Plan and Budget and Accomplishment Report;and
  • Provide awards and recognition to outstanding GAD PPAs, and/or GAD members.

1.1  Call or preside over the TWG meetings;

1.2 Provide guidance on matters/concerns raised by the TWG members, in consultation with the ExeCom; and

1.3 Recommend to the ExeCom the plans, policies, programs developed by the TWG.

All members of the TWG shall work on the following roles and responsibilities:

  • Facilitate the gender-mainstreaming efforts of the Office through GAD planning and budgeting process;
  • Develop, identify, design, implement and monitor plans, programs, and projects to address GAD-related concerns within the organization;
  • Ensure timely submission of the Office’s GAD Plan and Budget Accomplishment Report and other GAD-related reports;
  • Ensure the effective and efficient implementation of the Offices GAD PPAs, and the judicious utilization of the GAD budget; and
  • Strengthen the linkages and partnerships with PCW, GAD experts, advocates, women’s groups and other stakeholders to  harmonize GAD efforts in pursuit of gender mainstreaming the Office’s PPAs.

A composite team as specified under Section I of this issuance shall act as the RGFPS secretariat. It shall assist the RGFPS ExeCom and TWG in the performance of their roles and responsibilities, specifically on the provision of administrative and logistical services; preparation of communications with meeting agenda; coordination and/or facilitation of attendance to RGFPS-related activities; and preparation of minutes of GFPS meetings and/or consultations, among others.

  1. GAD Planning and Programming Committee
    • Prepare and consolidate the DILG-NCR Annual GAD Plan and Budget and Accomplishment Report and other reports that may be required by the Central Office or other agencies concerned;
    • Develop appropriate systems and mechanisms to ensure the generation, processing, reviewing and updating of sex-disaggregated data or GAD database to serve as basis for gender-responsive planning; and
    • Recommend strategies/measures to further mainstreaming GAD perspectives in the Office’s plans, policies, programs and projects.
  2. GAD Capability Building Committee
    • Design and conduct consultative workshops, orientations, and training programs to promote gender responsiveness among DILG-NCR personnel and external clients such as LGU functionaries, NGOs, and etc.
  3. GAD Advocacy and Communication Committee
    • Conduct and implement comprehensive advocacy and communications strategies on GAD; and
    • Develop and update GAD resource materials.
  4. Diversity and Inclusion Committee
    • Develop PPAs for the DILG-NCR and LGUs to ensure that all concerned are properly equipped with the ability to manage diversity, including the provisions of robust orientation processes and relevant training s on diversity and inclusion;
    • Coordinate with and strengthen external link with other agencies and CSOs working on GAD and women’s rights and the government’s Diversity and Inclusion Program, to harmonize and synchronize efforts; and
    • Advocate efforts on diversity, equity and inclusion, and work to enhance cultural competence, support anti-racism efforts, and seek to create an overall more inclusive culture both within and beyond the Department.
